Interesting article. I've thought about this very problem when citing online resources in bibliographies. The Internet brings with it a great way for quickly referencing related sources, but because the Internet is so dynamic, those resources could quickly disappear.
I'm thinking there could be a valuable web service where resources could be registered and maintained for long periods of time. This could be of benefit to the scientific community and mankind.
